Overview

Indiana Redistricting Process

Congressional

Primary Authority: The Indiana General Assembly draws and enacts congressional plans, subject to the Governor’s veto. The General Assembly can override a veto by majority vote in each chamber. Republicans currently have veto-proof majorities in both chambers. [Ind. Code Ann. § 3-3-2-1]

If a bill is presented to the Governor during or after session, the Governor has 7 days to sign or veto it; otherwise, it becomes law without signature. Weekends, holidays, and legislative recess days are excluded from these calculations.

Backup Authority: If the General Assembly fails to enact a plan by its deadline, a 5-member backup redistricting commission is formed to adopt a plan. It is comprised of the Speaker of the Indiana House, the President of the Indiana Senate, the Chairs of the House and Senate redistricting committees, and a 5th member appointed by the Governor from the members of the General Assembly. The commission adopts a final plan by majority vote and submits it to the Governor who publishes it by executive order, thereby making it effective. [Ind. Code Ann. §§ 3-3-2-1, 3-3-2-2]

Mapping Timeline: The General Assembly must enact a plan by the end of its 1st regular session after the decennial census. If it fails, the backup commission must meet and adopt a final plan within 30 days of the session’s adjournment. [Ind. Code Ann. §§ 3-3-2-1, 3-3-2-2]
