Congressional representation is reapportioned every decade following the completion of the decennial census. The Census Bureau's most recent Population and Housing Unit Estimates were released December 19, 2023.

METHODOLOGY

A weighted average growth rate is applied to the July 1, 2023, estimates of the resident population of the United States from the Census Bureau to produce a forecast for the 2030 apportionment.

South Carolina and Texas Lead the Nation

South Carolina grew by 1.7% from July 2022 to July 2023 - gaining 90,600 residents.

Texas gained 473,453 residents (+1.6%) over the same period.

Four States Gained More Than 100,000 Residents from July 2022 to July 2023

California, Illinois, and New York's Decline Continues, but More Slowly

The 2021 estimates showed California losing 358,140 residents (0.9% of the state's population). California's rate of decline slowed to a drop of only 104,444 residents in 2022 (-0.3%) and 75,423 (-0.2%) in 2023.

Illinois lost 0.8% of its population in 2021 and 2022 (-207,842 residents) and another 32,826 (-0.3%) in 2023.

At -2.1%, New York's population decline continues to lead the nation. The Empire State lost 1.2% of its population from July 2020 to July 2021, 0.9% from July 2021 to July 2022, and 0.5% from July 2022 to July 2023. The state has lost a net 533,494 residents in three years.

Oregon's Population Stagnation Endangers OR-06

Oregon is one of only 14 states to lose population since 2020 and OR-06 now ranks as the 452nd apportioned seat. The Beaver State will need a significant swing in its trajectory to avoid losing OR-06 in 2030.
