Article III, § 35 of the Iowa Constitution requires the Iowa General Assembly, with aid from the Legislative Services Agency, to complete legislative redistricting by September 1 of the reapportionment year and, if a plan is not enacted by September 15 of that year, the Iowa Supreme Court must “cause the state to be apportioned.” On September 14, 2021, after the LSA gave notice the delayed release of 2020 Census redistricting data would cause the constitutional deadline to be missed, the Iowa Supreme Court issued an order giving the state’s redistricting authorities until December 1, 2021, to prepare final plans.

  • On October 28, 2021, the General Assembly passed legislative plans and the Governor signed them into law on November 4, 2021, thereby ending the matter.
